Chapter 1: The Balance She Could Not Pay

“Mom, are they going to take our car while we’re inside?”

The little girl asked it quietly, but the management office was small enough that everyone heard.

Edward Miller stopped halfway through folding the check he had just written for his own monthly assessment.

At the counter, Debra Garcia placed both hands around a stack of bills and coins as if she could keep them from shrinking. Her daughter stood against her hip with a pink backpack hanging from one shoulder. On the counter beside Debra’s money lay a yellow parking notice.

The receptionist looked uncomfortable.

“I’m not saying they’ll tow it today,” she said. “I’m saying the decal stays flagged until the balance is cleared.”

“How much am I short?”

The receptionist turned the monitor slightly away from the waiting line. “One hundred eighty-four dollars.”
