Part I — The Shot She Was Not Allowed to Take

Sergeant Mara Voss had the young man centered in her scope when Colonel Elias Rourke’s hand clamped down on her shoulder hard enough to bruise.

“Do not take that shot.”

The order came low, almost calm, which made it worse.

The young man was twenty yards ahead, stumbling into the desert road with both hands raised. Dust hung behind him in a dirty wall. His dark jacket was torn across one sleeve. His mouth kept opening and closing, but the wind dragged his words apart before they reached her.

Mara did not move her cheek from the stock.

“He’s carrying something,” she said.

“I see it.”

“Then move your hand, sir.”
