They Ordered Him to Remove the Rain Barrels Before the Street Needed Every Drop

Chapter 1: The Four Barrels Beside the Gray House

The contractor had one hand around the gutter connection when Andrew Harris stepped into the side yard holding an unopened violation notice.

“Don’t,” Andrew said.

The word was quiet, but it stopped the man more effectively than a shout.

Four dark-green rain barrels stood in a straight line against the gray siding, each one strapped to a low concrete base. Clear level tubes ran down their sides. Screened lids sat beneath the gutter splitters, and a narrow black overflow pipe disappeared behind the last barrel toward the back fence.

The contractor glanced toward Carol Baker.

Carol stood at the mouth of the side yard in a pink polo shirt, one hand holding a clipboard and the other resting on her hip. Two neighbors had slowed on the sidewalk. Another watched from behind a half-open garage door.

“We’re here under the architectural committee’s emergency authority,” Carol said. “The notice explains it.”

Andrew looked down at the envelope. His name had been printed above the words FINAL CORRECTIVE ACTION in red.
