The Twelve-Dollar Fine That Exposed the Forged Covenant Beneath Cedar Bluff

Chapter 1: The Yellow Notice on the Screen Door

Ronald Baker pressed the yellow notice against Kathleen Miller’s screen door with one palm and said, loud enough for the neighbors backing out of their driveways to hear, “The sheriff can become involved if you keep refusing lawful directives.”

The paper crackled beneath his hand.

Kathleen stood inside the doorway in her house shoes, one hand resting on the latch. Beyond Ronald’s shoulder, headlights moved slowly along Cedar Bluff’s gravel lane. A pickup paused at the stop sign longer than necessary. Across the road, a garage door stopped halfway down.

It was seven minutes past seven.

“How much do you say I owe?” Kathleen asked.

Ronald lifted his clipboard as though the answer had already been entered into a permanent record.

“Twelve dollars.”

The number hung between them, too small for the threat he had attached to it.
