Chapter 1: The County Rejected the Barn Before Reading the Survey

Michael Wright slid the application across the table before Richard Davis had finished unrolling the survey.

A red rejection stamp sat crooked across the top page. Beneath it was a second sheet Richard had not seen before.

“Additional review fee,” Michael said. “Four hundred dollars.”

Richard kept one hand on the rolled survey so it would not spring shut.

“You haven’t looked at this.”

“I looked at your application.”

“I said the survey.”

Michael leaned back in his chair. The county hearing room smelled faintly of old coffee and copier heat. Three board members sat farther down the long table. A clerk typed without looking up. Behind Michael, a framed county map covered most of the wall.
