The New Development Tried to Condemn His Farm—Until They Asked Him About the Rule He Helped Write

Chapter 1: They Arrived at the Farm Before Breakfast

The first county truck turned into William Campbell’s lane while he was still carrying a bucket toward the cattle trough.

A second truck followed.

Then came Brian Young’s black SUV.

William stopped beside the old white fence and watched all three vehicles climb the gravel lane toward the farmhouse. The cattle raised their heads from the pasture. Gravel snapped beneath the tires. Nobody had called to say they were coming that early.

He set the bucket down.

Brian stepped out first.

He wore a navy blazer despite the farm dust, a leather folder tucked against his ribs. Patrick Lopez climbed from the first county truck wearing a county environmental-health shirt. Another county employee remained near the vehicles with equipment.

Two residents from the development stood beyond Brian’s SUV.
