Chapter 1: The Tow Truck Was Already Under His RV

The first sound Ronald Miller heard when he opened his garage Tuesday morning was not an engine.

It was the metallic ratcheting of a winch.

He stepped past the nose of his pickup and saw the cable stretched tight across the narrow strip beside his house. Forty feet away, his Class A RV sat at an unnatural angle, its front tires already lifting from the gravel.

For several seconds Ronald simply stared.

Then he saw Patrick Clark standing near the tow truck with a folder tucked beneath one arm.

“Stop,” Ronald called.

The tow-truck driver looked over but did not touch the controls.

Patrick did.
