Chapter 1: The Permit Revocation Everyone Was Meant to Witness

Rebecca Torres slapped the notice across Stephen Miller’s hands hard enough to leave a pale streak through the grease on his knuckles.

The microphone in front of her caught the crack of paper against skin. Forty people sat around the clubhouse meeting room, and for one suspended second nobody shifted, coughed, or looked away.

Stephen read the bold line at the top.

PARKING AUTHORIZATION REVOKED.

“Effective immediately,” Rebecca said. She remained standing while he sat at the end of the long conference table. Her white jacket was buttoned neatly, and the stack of meeting papers beside her had been squared to the edge with the precision of a display home. “Your truck may not be parked on Association-maintained streets after Sunday night.”

Stephen looked from the notice to her. “On what violation?”

“The board received a complaint.”

“From whom?”
