Chapter 1: The Notice That Turned One Pool Into Everyone’s Problem

“Your pool is now a liability to every homeowner in this community.”

Kathleen Torres said it without raising her voice. She did not need to. The microphone carried the sentence across the clubhouse, past the folding chairs and the long plastic tables, until sixty people seemed to turn toward Daniel Nelson at once.

Daniel remained seated in the second row.

Behind Kathleen, a projector displayed a photograph of his backyard pool taken from above. The blue rectangle sat behind a six-foot privacy fence, beside a locked gate and a row of trimmed hedges. Someone had added a red outline around it and typed SHARED-RISK INFRASTRUCTURE beneath the image.

Daniel adjusted his glasses.

“Shared by whom?” he asked.

A few residents shifted in their chairs. Kathleen wore a bright pink blazer over a white blouse, the same outfit she chose whenever the meeting agenda included enforcement. A thick association binder lay open beneath one hand.

“The liability is shared,” she said. “Not the amenity.”
