Chapter 1: The Night the Porch Light Became an Official Violation

The violation notice was already taped beneath Thomas Lewis’s porch light when he came home.

Its white paper fluttered against the brick in the heat rising from the fixture, the red border bright enough to read from the sidewalk. Above it, the bulb burned with its usual hard glow, washing the front steps, the lawn, and half the driveway in pale light.

A woman stood beneath it with a clipboard.

Jennifer Carter was beside her, arms folded tightly across her chest.

Thomas stopped at the end of the walkway, still wearing his municipal work shirt. “You taped something to a live fixture?”

The property manager glanced up. “It’s on the brick.”

“It’s touching the housing.”

She stepped back as if distance settled the point. Two members of the architectural-review committee waited near the curb. Farther down the street, a pair of neighbors had found reasons to linger beside their trash bins.
