The HOA Fined Her Dog at 6:14 A.M.—Then She Found the Map They Feared

Chapter 1: The Notice Clipped to the Water Bowl

The orange notice was clipped to the rim of Farmer’s water bowl.

Michelle Davis saw it before she saw Debra Roberts.

The paper trembled in the morning breeze, its black print facing the street like a public accusation. Farmer lowered his nose toward the bowl, sniffed once, and backed away as if the paper itself smelled wrong.

Michelle stopped at the edge of her driveway.

“Don’t touch it,” Debra called.

She stood ten feet away on the narrow sidewalk, a blue folder tucked against her ribs. Her pale hair was pulled back neatly, and she wore the expression she used at association meetings when someone had spoken out of turn.

Michelle looked from Debra to the bowl. “I wasn’t planning to.”

Across the street, a garage door had stalled halfway open. A man in running clothes stood beside it, pretending to adjust his watch. Two houses down, a woman had paused with a trash bin in both hands.
