The Salt Stained Mooring Line In The Marina And The Admiral
CHAPTER 6: THE SALUTES ON THE TEAK BOARDWALK
At 4:45 PM, the sun was sinking toward the horizon in a blaze of crimson and gold. The teak boardwalk of Dock Nine was crowded with wealthy socialites and charter guests sipping cocktails in their resort wear, waiting for the departure of The Crypto Sovereign.
Damon Cole stood at the top of the yacht’s teak gangway in his silk floral shirt and sunglasses, watching as his private security guards finished loading the last of the six Louis Vuitton trunks onto the boarding ramp.
“Move it, boys!” Cole shouted, checking his watch with nervous arrogance. “The harbor master gave us clearance for five o’clock! We clear the harbor mouth before the Coast Guard shift change!”
On the boardwalk below, Thomas Hayes stood alone beside the bronze mooring cleat, his faded blue oilskin dungarees still damp from the sea, his rubber boots planted firmly on the teak planks. He held the three-inch nylon hawser in his hands, unmoving, his presence blocking the base of the boarding ramp.
Cole looked down at him from the railing, laughing with hysterical, derisive venom. “Still here, you pathetic old derelict? I told you: this pier is private property! Security, throw this tramp into the bay!”
Two security guards lunged toward Thomas with nylon zip-ties.
Before they could take two steps, the heavy thrum of twin marine turbines shook the harbor basin.
Slicing through the inner channel at twenty-five knots was an eighty-seven-foot Coast Guard patrol cutter, its blue and white hull cutting a massive wake, accompanied by two rigid-hulled inflatable tactical boats mounted with fifty-caliber machine guns. The sirens wailed across the harbor with deafening, bone-jarring authority.
Simultaneously, the double doors of the marina office burst open.
Marching double-time down the wooden boardwalk came Marina Harbor Master Gregory Vance in full naval dress whites, flanked by Lieutenant Commander Sarah King and eight armed Coast Guard boarding officers in tactical body armor and blue duty uniforms.
Cole froze on the gangway, his sunglasses slipping down his nose. “Harbor Master! Perfect timing! Arrest this dockworker! He’s trespassing on my charter slip!”
Harbor Master Vance and Lieutenant Commander King marched straight past Cole as if the young speculator were an empty crab pot.
They came to a rigid, synchronized halt three feet in front of Thomas Hayes.
With a sharp click of heels, Harbor Master Vance and Lieutenant Commander King snapped a textbook military hand salute to the man in the faded oilskin dungarees.
“Admiral Hayes, sir!” Harbor Master Vance boomed, his voice carrying across the entire marina boardwalk. “Coast Guard District One boarding teams are on station! All federal seaward exit channels are sealed under your command!”
Cole’s jaw dropped so violently his crystal glass slipped from his fingers, shattering into a hundred glittering shards on the teak deck. His face turned the color of curdled milk.
“Admiral… Hayes?” Cole stammered, his knees buckling beneath him. “He’s… he’s an admiral?”
Thomas turned slowly, his piercing steel-grey eyes locking onto Cole with crushing, unyielding gravity.
“My family received the royal patent for this harbor in seventeen hundred and sixty, son,” Thomas said, his voice quiet, measured, and terrifyingly cold. “And I served thirty-five years in the United States Coast Guard defending these waters from pirates, smugglers, and thieves. You didn’t buy this harbor. You merely bought yourself twenty years in a federal penitentiary.”
Coast Guard tactical officers swarmed the gangway, seizing Cole by both arms and forcing him face-down onto the teak deck. Stainless-steel handcuffs clicked shut around his manicured wrists with brutal finality.
Simultaneously, boarding officers used bolt cutters to snap open the locks on the six Louis Vuitton trunks. Inside lay twenty-four waterproof Pelican cases packed with cold-storage crypto hard drives, alongside forty million dollars in unmanifested bearer bonds and stolen naval salvage archives.
“Damon Cole,” Lieutenant Commander King declared, “you are under arrest for federal maritime smuggling, money laundering, and grand larceny of sovereign property.”
The crowd of onlookers and charter guests on the teak boardwalk of Dock Nine stood frozen in stunned, suffocating silence. Champagne flutes remained suspended in mid-air; cellphones that had been recording the arrogant confrontation lowered in shame. The two private security guards who had charged toward Thomas with zip-ties now backed away slowly, their faces pale, their hands raised in immediate surrender as Coast Guard tactical shotguns were leveled at their chests.
Damon Cole lay face-down on the damp teak planks, his cheek pressed against the spilled champagne and the gritty dirt of the pier. The cold steel of the handcuffs bit deep into his wrists, pinning his arms behind his back. The arrogant swagger, the contemptuous sneer, and the multimillion-dollar bravado had vanished completely, replaced by the pathetic, shivering whimpering of a cornered predator whose illusions had been shattered in an instant.
“You can’t do this to me!” Cole sobbed, his voice muffled by the wood. “I have diplomatic charter status! I demand to speak to my attorneys! I am an investor in this city!”
Harbor Master Gregory Vance stepped forward, his polished naval dress shoes stopping inches from Cole’s face. In his hand, Vance held a thick manila folder containing the certified admiralty seizure warrants issued by the United States District Court for the District of Rhode Island.
“You have no diplomatic status in this port, Mr. Cole,” Vance said, his voice ringing out across the quiet harbor. “Under Title Fourteen of the United States Code, Hayes Maritime Basin is a designated strategic federal auxiliary port facility. In times of national maritime emergency, or under direct executive order of the Port Commissioner, all vessels within this basin fall under the direct command of the Senior Admiralty Officer.”
Vance turned toward Thomas Hayes, snapping to attention with unwavering military discipline. “The vessel The Crypto Sovereign is officially impounded under federal prize law, Admiral Hayes. The channel is closed, the contraband is secured, and the suspect is in federal custody.”
