My Neighbor Poured a Garage Over the Utility Easement—Then the HOA Learned What It Had Approved

Chapter 1: The Concrete Reached the Orange Marker

The concrete was already flowing when Jonathan Carter noticed the orange utility marker bending toward the wet gray surface.

He stopped halfway down his driveway.

Across the narrow strip between the two houses, a concrete truck idled beside Gregory Hall’s property. One worker guided the chute while two others pulled the heavy mix toward wooden forms. Fresh concrete covered nearly the entire rectangular pad behind Gregory’s driveway.

The orange marker stood at the eastern edge of the pour, close enough that splatter dotted its plastic stem.

Jonathan stared at it.

He had seen that marker for years. Sometimes it leaned. Sometimes a utility crew replaced it. Most days he barely noticed it.

This morning it looked like a warning nobody else could see.

“Gregory.”
