The HOA Cut Down Her Coastal Grass for the View—Then the Shoreline Started Moving

Chapter 1: The Morning They Called Eighteen Months of Work Weeds

The first thing Cynthia Mitchell saw was orange.

Six fluorescent stakes stood in the pale sand outside her cottage, bright enough to look almost cheerful. Between them lay a flattened strip of ground where, the evening before, thousands of blades of American beach grass had leaned west beneath the salt wind.

For several seconds she could not make sense of the emptiness.

Then she saw the cut stems.

Cynthia set down the canvas bag she was carrying and stepped off the porch.

The cleared area ran almost the full length of the dune-facing side of her property. Eighteen months of planting had been reduced to short torn crowns, wheel tracks, and piles of clipped vegetation waiting beside the access lane.

A landscaping crew was working thirty yards away.

One man guided a brush cutter through the remaining strip.
