Chapter 1: The Fine That Arrived After Four Quiet Summers

Christine Miller was standing beside John Carter’s boat when he came around the corner of his garage, a white envelope pressed flat against a clipboard.

For a moment, John thought she had come to ask him to move his truck.

Then he saw the red HOA logo in the corner of the envelope.

“You’ve got to be kidding.”

Christine did not smile. “I wanted to deliver it directly so there wouldn’t be any confusion about the deadline.”

Behind her, John’s twenty-two-foot fishing boat sat exactly where it had sat every summer since he bought it: centered on its trailer along the right side of the driveway, bow pointed toward the street, white hull cleaned after the last weekend on the lake.

One trailer tire rested inches from the faded painted edge of the concrete.

John looked from the boat to Christine.
