They Fined Patrick Three Hundred Dollars a Day Over Two Inches—Then He Read the HOA’s Books

Chapter 1: The Tape Measure Stopped at Two Inches

The tape measure snapped tight against the fence post, and Kathleen Roberts looked down as though it had delivered a verdict.

“Two inches,” she said.

Patrick Lewis stood halfway up his driveway with his keys still in one hand. He had come outside because he had seen three people gathered beside his fence: Kathleen in a purple blazer too formal for a Friday afternoon, a board member holding a clipboard, and a neighbor pretending to check a mailbox that had already been emptied.

Kathleen let the metal tape retract six inches, then pulled it out again.

“Actually, just under two and a quarter.”

Patrick looked at the fence. Eleven years of sun had silvered the upper edges of the cedar boards. One post leaned slightly inward near the back corner, but the line itself was straight. He had paid for it when he put in the pool. He remembered the contractor stringing orange line across the dirt while his daughter, still in elementary school then, had asked whether the backyard would look like a hotel.

“Two inches into what?” Patrick asked.

“The drainage easement.”
