Chapter 1: The Chain Across Michael Carter’s Driveway

The chain snapped tight just as Michael Carter reached for the handle of his truck.

Steel rang against steel. The sound traveled across the quiet entrance of the subdivision, sharp enough to turn heads behind curtains and stop a woman halfway through loading groceries into her SUV.

Michael left his hand on the door handle.

A heavy towing chain had been threaded through the front wheel of his faded green pickup and pulled toward a black post beside the curb. The tow-truck operator leaned back from the ratchet, avoiding Michael’s eyes.

Charles Wright stood on the other side of the hood with a clipboard tucked against his navy polo shirt.

“That vehicle is now under an association immobilization order,” Charles said.

Michael looked at the chain, then at Charles.

“You put that through my wheel.”
