Chapter 1: The Papers Landed Below the Red Notice

The folder struck the edge of the drainage ditch, opened in midair, and scattered Patrick White’s engineering report across six inches of muddy water.

A photograph of the bridge’s rotted support beam landed faceup. Brown runoff moved across it until the cracked timber disappeared beneath a film of grit.

Above the ditch, the red county notice nailed to the bridge post snapped in the wind.

UNSAFE STRUCTURE. CROSSING PROHIBITED PENDING REVIEW.

Patrick looked from the ruined pages to Jeffrey Harris, who stood on his porch with one hand resting on the railing. Jeffrey had invited half the neighborhood to what he called an emergency inspection, though the county inspector had already left.

Kathleen Roberts, the HOA president, held a clipboard near the bridge entrance. Two board members stood behind her. Samuel Rivera waited beside his mailbox, his shoulders pulled tight against the morning cold. Other residents watched from the gravel road.

Jeffrey did not look embarrassed.

“I asked you to read it,” Patrick said.
