The HOA Kept Fining His Trash Cans Until He Followed Their Own Paper Trail

Chapter 1: The Seventy-Five-Dollar Trash Can

Barbara Hill was photographing Richard Thomas’s trash cans when he opened his garage.

She stood at the edge of his driveway with her phone raised in one hand and a clipboard tucked against her hip. The two dark plastic bins were beside the garage wall where Richard had kept them since moving into the neighborhood three years earlier.

“Morning,” Richard said.

Barbara lowered the phone.

“You received the notice?”

“What notice?”

She looked surprised by the question, as though the envelope should have reached him before she did. “Trash receptacles visible from the street.”

Richard glanced at the bins, then toward the street.
