Chapter 1: The Stakes Appeared Before Breakfast

The first orange stake went into Stephen Davis’s hayfield before he had finished feeding the cattle.

He heard the steel driver before he saw the men—a hollow, ringing blow from beyond the metal gate, then another. By the time he crossed the gravel lane, one contractor was stretching a bright line between fresh stakes while the other measured toward the small equipment shelter Stephen had built beside the fence.

Virginia Hill stood near their pickup with a folder tucked against her side.

Stephen stopped at the gate. “What are you marking?”

Virginia looked toward the shelter instead of at him. “The corrected road corridor.”

“Corrected by who?”

“The association.”

One of the contractors slowed his measuring wheel. Stephen recognized him from road work the previous spring. The man gave Stephen a small nod but kept moving.
