My Neighbor Flooded My Finished Basement for a Bigger Patio—Then the HOA Found What He Never Filed

Chapter 1: Three Inches of Water Below the Stairs

Thomas Carter knew something was wrong before his foot touched the basement floor.

The air smelled like wet soil.

He stopped on the last stair, one hand on the railing, and looked down at three inches of brown water covering the flooring he had installed himself six weeks earlier.

For a second he simply stood there.

Then the sump alarm began chirping from the utility closet.

“Come on.”

He stepped down.

Cold muddy water poured over the tops of his shoes.
