Chapter 1: The Ditch Robert Would Not Stop Measuring

Three dry days had passed, and there was still water standing above the new culvert.

Robert Wright stopped his pickup at the farm entrance and stared through the windshield.

The puddle was not deep. Maybe two inches at the center. A person driving past would have seen muddy water beside a gravel road and thought nothing of it.

Robert saw a grade that was not working.

He shut off the engine, took his weather-stained field notebook from the passenger seat, and walked down the shoulder.

The association had replaced the old culvert two weeks earlier as part of a shared-lane improvement project. Fresh gray stone covered the road. The shoulders had been widened. A grader had scraped a cleaner drainage strip along the fence line.

Everything looked improved.

That was part of the problem.
