He Mowed His Elderly Neighbor’s Overgrown Lawn—Then the HOA Forced Them Both to Answer for It

Chapter 1: She Ordered Him to Stop Mowing the Lawn She Had Already Condemned

“Turn that mower off.”

Michael Wilson heard the command over the engine but kept both hands on the handle for another second, finishing the strip he had already started.

The mower chewed through grass that reached halfway up his shins, leaving a flat green lane behind it. On either side, the rest of Edward Harris’s front yard stood high and uneven, seed heads bending over the sidewalk.

“Michael. Turn it off.”

He released the safety bar.

The engine coughed twice and died.

The sudden quiet felt larger than it should have.

Deborah Martin stood near the curb in a dark jacket despite the heat, one hand holding a folder against her hip. Michael had seen her at annual HOA meetings but had never spoken to her for more than thirty seconds. She chaired the compliance committee and had a way of standing very still when she was angry.
