They Paved Over Her Driveway for the New Development, Then Learned Why the Whole Block Needed Her Permission

Chapter 1: The Morning Orange Flags Crossed Betty Hall’s Driveway

The first load of gravel landed across Betty Hall’s driveway at 7:12 on Monday morning.

She was standing at the kitchen sink in her robe when the metal bucket of a loader tipped forward and released several tons of gray stone onto the narrow strip beside her house—the same strip she had backed across every morning for thirty-eight years.

For three seconds, she simply watched.

Then the loader reversed with a shrill electronic beeping that seemed absurdly cheerful.

Betty set down her coffee.

By the time she reached the side door, a construction worker in a reflective vest had planted an orange flag beside her hydrangeas. Another flag stood halfway down the drive. A third had been pushed into the grass near the mailbox.

They formed a line.

Not beside her property.
