Chapter 1: The Pond Was Dry Before the Violation Arrived

The white envelope lay in the deepest crack of the pond bed, as if someone had walked twenty feet across the mud just to place it where David Carter could not miss it.

He stopped at the edge with the garden hose still looped over one shoulder.

Three days earlier, water had covered the flat stone beside the cattails. Now the cattails leaned against one another in dusty clumps, their roots exposed. The pond liner had never been visible before. Neither had the narrow course of rounded stones entering from the uphill corner of the yard.

David lowered the hose.

The envelope carried the Cedar Ridge Community Association logo and his address beneath a clear plastic window. One corner had absorbed the last of the mud.

Lisa stood on the patio behind him, holding two coffee mugs.

“Is that ours?”

David stepped into the pond bed. The ground gave a dry crunch beneath his boots.
