Chapter 1: The Citation Arrived Before Pamela Cut Her Birthday Cake

Catherine Miller pointed at Pamela before the birthday candles stopped smoking.

“There,” she said, her finger cutting past the paper lanterns and the row of children gathered around the picnic table. “That is exactly the problem.”

Ryan Carter stepped between her and his daughter.

Pamela still had her cheeks puffed from blowing out eight candles. A thin gray ribbon rose from the cake. Behind her, six children stood frozen with paper plates in their hands, waiting to cheer.

Ryan lowered his voice. “What problem?”

Catherine stood outside the garden fence in a dark green jacket too formal for a farm lane. A leather clipboard rested against one hip. Dust from the gravel road had settled on the toes of her shoes, but otherwise she looked as if she had come from a bank meeting rather than crossed half a mile of soybean fields.

“The association received a nuisance complaint,” she said. “Excessive noise. Repeated shouting. Amplified music.”

The only speaker was a small blue box on the picnic table playing a children’s song low enough that Ryan could hear the bees in the pumpkin blossoms.
