The Lakeside Timber Pavilion And The Regional Conservation Trustee

CHAPTER 4: THE DISPATCH LOG AT EMERALD POINT

While Brenda stood paralyzed on the flagstones, Officer Vance unclipped his mobile data terminal from his duty belt, tapping into the county’s central 911 dispatch database.

“Director Sterling, look at this audit,” Officer Vance said, holding the screen toward the Parks Director and Dr. River. “Over the past twelve months, Brenda Hollister’s personal mobile phone has dialed county dispatch thirty-six times from this exact GPS coordinate.”

Cheyanne leaned forward, reviewing the digital call logs. Every single report contained the exact same fabricated allegations: suspicious persons loitering, illegal gang activity at the pavilion, unauthorized campfires, public intoxication, noise violations.

“Every single call was logged against ordinary families hosting picnics, local church youth groups, school field trips, and elderly veterans,” Officer Vance said, his jaw tightening with professional disgust. “Last month, on May twelfth, she called dispatch on a disabled veterans’ fly-fishing clinic, claiming twelve armed men were trespassing without permits. We dispatched four squad cars with emergency sirens, only to find six combat amputees learning to cast fly rods with their physical therapists. Two weeks ago, she called on a third-grade nature class from South Lake Tahoe, claiming their teacher was trespassing and vandalizing trees. The teacher was showing eight-year-old children how to identify sugar pine cones. She was intentionally weaponizing emergency response lines to flood this park with police cruisers, creating an artificial record of public unrest so her HOA could petition the county board of supervisors to decommission the park as an unmanageable public nuisance.”

Director Sterling’s face darkened with absolute fury. “An unmanageable nuisance? To force a county abandonment proceeding and trigger a private reversion clause?”

“Precisely,” Officer Vance nodded. “The dispatch records show that each call was cross-referenced to a private legal file labeled ‘Tahoe Shoreline Nuisance Documentation,’ intended to prove to the county commissioners that the state park was a threat to community safety.”

At that exact second, the smartphone Brenda had dropped on the flagstones vibrated violently, chiming with an incoming high-priority encrypted message notification.

Officer Vance knelt down, picking up the device with a gloved hand. The illuminated lock screen displayed an urgent preview from a contact labeled: Marcus Vance — Summit Peak Offshore Capital:

Brenda — County Planning Commission meeting starts in forty minutes. Did you secure the police incident report from today’s trespass? We need that third incident citation to submit our private marina rezoning petition before the noon deadline. Thirty million on the table. Confirm now.

Director Sterling read the message aloud, his voice echoing off the timber rafters like an incoming thunderstorm.

The family at the table gasped in horror. Even little Maya stopped coloring, looking up at Brenda in disbelief.

Brenda Hollister collapsed onto the cedar bench, burying her face in her hands, weeping with uncontrollable, hysterical panic. “It… it wasn’t just me! The entire board voted for it! The private marina would have added two million dollars in equity to every home in The Ridges! The developer promised us private yacht slips and an exclusive deepwater dock! We were just trying to secure our community’s future!”

“You attempted to steal public wilderness to enrich your real estate portfolio,” Cheyanne said, her baritone voice dropping into a solemn, devastating indictment. “You tried to take a sanctuary dedicated to the memory of my ancestors and turn it into a private luxury playground for hedge-fund speculators. You used public police resources as your private enforcement arm.”

Officer Vance stepped forward, pulling a pair of stainless-steel handcuffs from his duty belt.

With a sharp, ratcheting click that resonated crisply across the timber pavilion, the steel cuffs snapped shut around Brenda Hollister’s wrists.

“Brenda Hollister,” Officer Vance announced formally. “You are under arrest for filing false emergency police reports, criminal mischief under color of authority, public disturbance, and conspiracy to defraud public land trusts. You will be transported to the county detention center for immediate booking.”
