They Fined an Old Farmer for His Pond Until the Drainage Map Showed Whose Land They Needed

Chapter 1: The Morning They Put Flags Beside His Pond

The first orange flag stood exactly where James Mitchell had planted his left boot every morning for nearly forty years.

He stopped halfway down the pond bank with his fishing rod in one hand and a dented thermos in the other. Three more flags ran away from the water in a neat fluorescent line, crossing the patch of short grass he kept mowed between the gravel lane and the cattails. A fifth had been pushed into the soil beside the flat limestone where he usually set his coffee.

James stared at them long enough for the steam from his thermos to thin in the cool air.

Then he set everything down.

The flags were new. The ground around them was still dark from the metal stakes being driven in. Beyond the pond, on the newer houses of Briar Creek Estates, porch lights were going out one by one as people left for work.

James pulled the nearest flag free.

A strip of pink tape had been tied around it. Black marker showed a number he did not recognize.

He walked ten yards farther and found white paint sprayed through the grass.
