The HOA Flooded Her Family Land, Then Asked Her to Restore Their Water

Chapter 1: The Water Crossed the Fence Before Dawn

Water was moving between Sandra Anderson’s fence posts before sunrise.

Not rainwater. Not runoff sliding downhill after a storm. This water traveled with purpose, carrying pale foam, clipped grass, and the fine gray silt used around new construction. It entered her lower field through a channel that had not existed when she checked the cattle the previous evening.

Sandra stood at the edge in rubber boots, one hand resting on the weathered cedar post her father had set forty years earlier. The current pressed against it hard enough to make the wire tremble.

Beyond the flooded grass, Cedar Ridge glowed under its landscape lights. Rows of identical roofs climbed the slope. Sprinklers rotated across the common lawns, ticking steadily in the dimness.

Sandra watched one complete sweep.

Then another.

Her own creek, twenty yards behind the house, made almost no sound.

She turned away from the fence and walked uphill. The intake pipe feeding the livestock trough emerged from a stone-lined bend her father had maintained by hand. Water usually curled over its rim even in late summer. Now the current barely covered Sandra’s boot soles.
