The Inspector Risked Eleven Years of Work When the HOA Locked an Elderly Woman Out

Chapter 1: The Gate Was Locked Before Ryan Arrived

“Please help me.”

The words were so quiet Ryan Harris almost missed them beneath the scrape of folding chairs being dragged across concrete.

An elderly woman stood beside the locked courtyard gate at Oak Hollow, one hand wrapped around the handle of a small shopping cart, the other holding a sheet of paper folded into a narrow rectangle. The paper trembled against the sleeve of her brown coat.

Across from her, Scott Mitchell laughed.

It was not a loud laugh. That made it worse. It was the controlled, dismissive sound of someone who had already decided the other person did not matter.

“You’ve been told the policy, Betty,” Scott said. “The courtyard is under association control during approved functions.”

Betty Davis looked past him toward Ryan’s city jacket and identification badge.

“I only wanted my knitting bag,” she said. “It’s in the community room. They changed the lock.”
