They Charged Her for Swimming Too Often, So She Built a Pool They Could Not Control

Chapter 1: The Whistle Blew While Lisa Was Still Dripping

The whistle cut across the pool just as Lisa Torres placed one hand on the stainless-steel ladder.

Every head turned.

Children stopped splashing in the shallow end. A father lowered the foam ball he had been about to throw. Even the lifeguard, a college student who usually watched the water with sleepy patience, sat upright beneath the faded red umbrella.

Lisa remained on the second rung, water streaming from her shoulders.

Donna Baker stood at the edge of the deck in a navy polo and beige skirt, one hand gripping a clipboard. The brass whistle hung between her fingers. Sunlight flashed from its curved surface.

“Lisa,” Donna called, as though she were summoning someone who had ignored repeated warnings. “Step out, please.”

Lisa climbed the final rung. Her bare feet met the hot concrete. She reached for the blue towel folded on the chair beside her bag, but Donna stepped closer before she could wrap it around herself.

“This is an official notice.”
