Chapter 1: The Water Bill They Put on the Screen

Charles Martin knew the number before Stephen Wright finished saying his name.

Three hundred forty dollars.

It glowed six feet wide on the clubhouse wall beneath the words PAST DUE, enlarged from Charles’s water statement for everyone in the room to see.

Stephen stood beside the projector with one hand resting on the folding table. “This,” he said, “is what happens when residents decide they can withhold payment because they disagree with board policy.”

A few heads turned toward Charles.

He had come expecting a Saturday information session about Ridgeview Estates’ shared water system. He had not expected to become the presentation.

Karen sat beside him, her purse tucked against her ankle. She looked at the screen, then at Charles.

“Don’t,” she whispered.
