Chapter 1: The Fine Arrived Before the Concrete Could Be Fixed

The contractor was kneeling over the widest crack in Frank Miller’s driveway when Stephanie Carter walked up carrying a white envelope.

Frank saw her before the contractor did.

She crossed the sidewalk with the same measured pace she used at association meetings, sunglasses pushed up into her hair, one hand holding the envelope against her side. The contractor’s yellow tape measure stretched across the slab between them.

“Morning, Frank.”

He looked at the envelope.

“Morning.”

The contractor rose slowly. “I’ve got the settlement difference. About an inch and three-eighths here. Worse toward the garage.”

Stephanie’s eyes dropped to the tape, then to the jagged line running across the concrete.
