They Fined Her for Using the HOA Pool, So She Built the Community They Could Not Control

Chapter 1: The Morning They Called Her Routine Excessive

Rebecca Walker stood at the end of Anna Ramirez’s lane before sunrise, one hand gripping a clipboard and the other holding a white envelope above the water.

Anna stopped halfway through removing her warm-up jacket.

Behind Rebecca, only one underwater light was on. It cast a pale blue strip along Lane Three, the lane Anna had used every Monday, Wednesday, and Friday for nearly twelve years. The rest of the pool lay dark and still.

“You can’t enter the water yet,” Rebecca said.

Anna glanced toward the wall clock. It read 5:58.

“The pool opens at six.”

“This isn’t about the opening time.”

Rebecca extended the envelope.
